Reducing the risks of abuse of power by financial service providers

Humanitarian cash programming comes with inherent risks. With its increased use, organisations are rightly becoming more attuned to certain barriers and challenges that affected populations face. This includes abuses of power by financial service providers as well as being able to voice complaints and share feedback.

The joint project undertaken by the United Nations High Commissioner for Refugees (UNHCR) and the World Food Programme (WFP) to identify and mitigate risks of abuse of power in the delivery of cash assistance is timely and highly relevant. Ground Truth Solutions monitored the pilots under this project in the Democratic Republic of the Congo (DRC) and Cameroon.

We explored how people receiving cash assistance in those countries perceive the risks of such programming, and the mitigation measures put in place.
